Manager, Planning and Regulatory Support

Pacific Northern Gas Ltd., a subsidiary of AltaGas Ltd., owns and operates natural gas transmission and distribution systems. The Company’s western transmission line extends from the Spectra Energy gas transmission system north of Prince George to Kitimat and Prince Rupert, and provides services to twelve communities and a number of industrial facilities. In the northeast, Pacific Northern Gas (N.E.) Ltd. provides gas distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.

Reporting to the VP Regulatory Affairs and Gas Supply, this position is located in our Vancouver office. The Manager, Planning and Regulatory Support will lead, manage, and improve PNG’S planning, budgeting and financial analysis requirements. Working with and supporting PNG’s Regulatory, Finance, and Business Development departments, this position is primarily responsible for the financial modeling of PNG’s strategic financial plans and annual budgets. The Manager, Planning and Regulatory Support will also direct the new development of the company’s financial models and financial analysis for projects, customer contracts and business strategies.


Financial Planning & Budgeting

  • Assist in formulating an annual financial plan and a multiyear strategic plan to support the company’s goals and objectives.
  • Identify critical issues to be addressed in achieving the company’s vision and establishment of short, medium and long-term objectives and strategies.
  • Create and maintain the various financial planning models required for annual budgets, short term forecasting and long term plans.
  • Prepare and support monthly, quarterly and annual analysis and progress made in addressing issues and objectives in the plan.
  • Define the rationale for variance analysis from the annual plan and recommend appropriate mitigation strategies.
  • Develop a complete scenario analysis to identify trends and issues for Management decisions.

Financial Analysis Support

  • Provide in-depth financial analysis support to all departments, in particular, Regulatory, Finance and Business development.
  • Develop financial models and analysis to support strategic initiatives.
  • Analyze complex financial information to provide recommendations to management for decision making purposes.
  • Provide support to Finance for treasury related matters, eg presentations to DBRS, debt refinancings.

 Regulatory Support

  • Responsible for overseeing the regulatory accounting and reporting needs including monthly, quarterly and annual reconciliations.
  • Prepare and maintain regulatory models for rate applications, other regulatory applications and what if scenarios.
  • Provide assistance with the preparation of annual rate application and other ad hoc regulatory filings.

 Experience & Qualifications:

  • A bachelor’s degree in business administration, economics, commerce with a Professional Accounting Designation CPA (CGA, CMA, or CA)
  • 7 + years of advanced and progressive Financial Planning and Analysis experience, ideally, in a rate regulated or utility industry environment.
  • Extensive hands on experience working with Excel in creating complex financial models.
  • Strong working knowledge of US GAAP, along with understanding of IFRS.
  • Advanced PowerPoint skills.
  • Demonstrated ability to develop and maintain relationships with key stakeholders across multiple departments.
  • Strong organizational skills, with intense focus on accuracy and accountability.
  • Ability to evaluate financial requirements, demonstrate sound judgment and make decisions.
  • Ability to think creatively, highly-driven and self-motivated.
  • Strong interpersonal skills with proven ability to foster and grow a team.
  • Excellent verbal and written communication skills.
